As I said, I suspected as much for the dog.
Concerning the bekkanko boy's color, that's actually due to my camera (I'm trying to fix it). To make him visible, I had to tweek the lighting on a computer program. For some reason, he appears far more 'orange' than he actually is. In real life, he's a pretty standard dark brown. I'll see if I can fix the problem.
I can see the differences in sculpture which as you said, seems to indicate a different hand but they must have used the same basic model. They have the same markings on the kimono, etc.
While I was here, I was wondering what people thought about this guy. He's confused me, whilst some parts of him look old to me, the shape and features seem a little odd.

(I hope to expand it in the future).
The dog or Scooby Doo as I call him, whilst I very fond of him, I don't think is all that old. Maybe Meiji era but probably later? I don't have much faith in the signature either.
This little guy I reckon is a bit older. A boy playing bekkanko with a mask behind his back. Unsigned.
I couldn't help but notice whilst I was admiring all the beautiful netsuke on this site that Operafan has a very similar one. Which he displayed on here as a part of his collection.
