Perhaps it's because Shinkigunshi Shubu is not mentioned to have "magical" abilities in the original Water Margin tales, Shuihu zhuan. However, in the Kuniyoshi print (MFA link in previous post) he is clearly exhibiting those powers... and the flaming cartouche on his robe does suggest "special powers". That design, more-or-less, is carried over to the himotoshi on your netsuke.

The reference I made to Flower Mountain, suggested by the flowers in the center of the flaming cartouche in the MFA print, and also included in the design on the bottom of the netsuke, is an allusion to Shokazan where he commanded a large group of bandits.

Piers pointed out that the print he found shows an actual feather fan, rather than the gunbai type depicted on your netsuke. Indeed, I did find the other print I was looking for... where Shinkigunshi Shubu is seated... and in that print he's also holding a crane-feather fan. Though that appears to be a discrepancy, and attributable to "artistic license" as Piers suggested, I do believe I see a feather included at the head of the fan. But my eyesight isn't what it used to be... and that difference of fan type is relatively minor when compared to the clues on the underside.

Hopefully, this will clear up any confusion... but not create more.

Shinkigunshi Shuba or Zhu Wu is a fictional character in The water Margin, one of the 4 great classical novels in Chinese literature - described in the novel as a handsome man with blazing eyes and a long beard, Zhu Wu dresses like a Taoist priest and carries a hand fan made of crane feathers. His expertise in military strategy and battle formations earn him the nickname "Resourceful Strategist".
Seems like a very good fit for this netsuke Chinese figure!

Unfortunately, I wasn't able to find a particular woodblock print with the description "Shinkigunshi Shubu seated with a feather fan". However, I was able to find another print of this Suikoden Hero, image attached (I hope).

These "Heroes" were very popular subjects during the 19th century.

The figure to me looks strongly like Kan-u, Guan-Yu, (depending on which system you use for transliteration)

The fan was of course used by several characters, including Hotei, but here it has a military meaning, indicating he was a general under Liu Bei, IMHO.
